John brings 30 plus years of Federal, Defense and Intelligence Community acquisition management experience into every effort he engages. His experience spans assisting small independent Federal Agencies with Acquisition Policy to implementing an innovative Earned Value Management System at the FAA for both federal and contract work, to leading a DoD ACAT 1D joint major space/intel program. As Global Broadcast System (GBS) PM, John led the program out of breach status to successful deliveries. Since retiring from the Air Force in 2004, he has stood up successful senior consulting efforts. His work has included acquisition research resulting in enhanced processes to designing and implementing oversight processes for major Federal/Defense companies. John conducted program assessment on numerous DoD and Federal Agency programs outlining key programmatic challenges and provided a path for a solution. A prior full time DAU Professor, he currently holds an intermittent appointment. He has led collaboration with the Key Executive Leadership Program at American University’s (AU) School of Public Affairs. His effort resulted in the first Federal Acquisition Institute (FAI) approved cohort Senior Program Management Certificate Program for federal employees. A version of the course is now offered through Olde Stone Consulting. Finally, John has a patent pending (Published # US 2012/0215574 A1) on analysis and assessment of programmatic data (Cost, Risk, EVM, Schedule, and Technical) which results in informative predictive ETC/EACs. His technique is available through SNA’s Proteus tool. He continues to evolve and expand the thought leadership through linking his economics and engineering education with his systems management experience.
